Amend HB 3158 on third reading as follows:

(1)  On page 151, line 1, strike "an unforeseeable emergency or hardship" and substitute "a financial hardship that was not reasonably foreseeable".

(2)  On page 151, line 7, after the underlined period, insert: "In adopting the rules, the board shall provide flexibility to members."
