Amend CSHB 3287 (house committee printing) as follows:
Under SECTION 1, on page 2, line 3, add a new Subsection 5 to read as follows and renumbering accordingly.
Subsection (5), It is the state's interest that nothing in this act be construed to conflict with Article 1, Sections 16 and 17 of the Texas Constitution, with regard to the impairment of contract, retroactive application of law, or taking of property.
