Amend CSHB 3859 (house committee printing) on page 3, by striking lines 14-19, and substituting the following:
(4) "Child welfare services provider" means a private child-care facility that:
(A) does not receive federal or state funds; and
(B) receives children for the placement or places or arranges for the placement of children in adoptive or foster family homes apart from the custody of the child's parents.
