Amend Amendment No. 13 by Schofield to HR 4 (adopting the permanent rules of the house) by adding the following item to the amendment:
On page 135, between lines 19 and 20, insert the following:
(d)  A house bill that has been postponed two or more times may be postponed to a time certain for the limited purpose of allowing a senate bill on the same subject to be laid before the house in its places under Rule 6, Section 10, but the postponed house bill remains ineligible for consideration under Subsection (c) of this section. A member who postpones a house bill for the limited purpose provided by this subsection may be recognized to speak for not more than one minute when moving to postpone the bill. Notwithstanding Section 14 of this rule, the motion is not debatable.
