Amend HR 4 (adopting the permanent rules of the house) in Rule 4 (page 64, between lines 25 and 26), by inserting the following appropriately numbered section:
Sec.____. RECORDING OF APPROPRIATIONS MEETINGS. (a) The Committee on House Administration shall ensure that an audio and video recording of any public hearing, formal meeting, or work session of the Committee on Appropriations or a subcommittee of the Committee on Appropriations is made available to the public on the Internet in a timely manner.
(b) To the extent that current technological capabilities prohibit immediate implementation of this section, the Committee on House Administration shall use the committee's best efforts to conform to the requirements of this section as soon as practicable.
