Amend HR 4 (adopting the permanent rules of the house) on page 135, between lines 19 and 20, by inserting the following:
(c)  A bill that has been postponed two or more times may be postponed only by an affirmative vote of two-thirds of the members present. A member may not be recognized for a motion to postpone a bill that has been previously postponed two or more times after debate has commenced on the bill. A member recognized for a motion under this section may speak for not more than one minute on the motion to postpone. Notwithstanding Section 14 of this rule, the motion is not debatable.
