Amend HR 4 as follows:
Amend Rule 4, Section 20, by adding Subsection (i) to read as follows:
(i) If an electronic form is used for the sworn statement under this section, the Committee on House Administration must ensure that the form is made available on the public Internet website of the house in a manner that allows a member of the public to electronically execute and submit a sworn statement to the appropriate committee in a timely manner. A bill or resolution is not subject to a point of order solely on the ground that a member of the public was not able to execute or submit the statement due to a temporary technical malfunction of the website.
