Amend HR 4 (adopting the permanent rules of the house) as follows:
(1) Amend Rule 4, Section 32 (page 76, between lines 1 and 2), by adding Subsection (g) to read as follows and redesignating the subsections of Section 32 accordingly:
(g) No question of order shall be sustained that a bill analysis violates these rules if the subject of the violation is corrected by the author in an author's statement described by Subsection (f) of this section appended to the bill analysis as provided by Rule 6, Section 16(g).
(2) Amend Rule 6, Section 16 (page 124, between lines 20 and 21), by adding Subsection (g) to read as follows:
(g) At any time before the time a calendar including a bill or joint resolution is posted under Subsection (a) of this section, the author of the measure is entitled to append to the bill analysis an author's statement described by Rule 4, Section 32(f).
