Amend HR 4 (adopting the permanent rules of the house) on page 60, between lines 1 and 2, by inserting the following:
Sec. 12A. DECORUM DURING MEETINGS. (a) During a public hearing of a committee held during a regular or special session of the legislature, the dress code and decorum requirements of Rule 5, Section 19, apply to any of the following persons while present at the hearing:
(1) house officers or employees;
(2) media representatives; and
(3) any person expressly entitled to the privileges of the floor of the house when the house is in session.
(b) The chair of a committee is responsible for enforcing this section and may allow exceptions to the requirements of this section.
