Amend HR 4 (adopting the permanent rules of the house) in Rule 6, Section 20 (page 126, line 1), between the period and "A vote", by inserting "The vote of each member of the committee must be recorded in the minutes of the committee for each bill or resolution that is not unanimously approved by the committee.".
