Amend HR 4 (adopting the permanent rules of the house) in Rule 4 (page 64, between lines 20 and 21), by inserting the following:
Sec. 18B. DOCUMENTS OF APPROPRIATIONS COMMITTEE. The Committee on Appropriations shall make available to any member of the house any documentation or other written or electronic information submitted to the committee or a subcommittee in connection with the general appropriations bill or another bill or resolution pending before the committee.
