Amend CSSB 1 (house committee printing) by striking Rider 184 on page II-95 on the Health and Human Services Commission bill pattern, and replacing it with the following appropriately numbered rider:

____: Waiver Seeking Federal Funds from the Patient Protection and Affordable Care Act. Out of funds appropriated above to the Health and Human Services Commission (HHSC) in Strategy B.1.1, Medicaid Contracts & Administration, HHSC shall seek a waiver from the federal government requesting a full draw-down of federal dollars available to states through the Patient Protection and Affordable Care Act (PPACA). It is the intent of the legislature that the waiver be used as part of a negotiation to maximize the reduction of uninsured residents, promote personal responsibility with respect to health care, increase the efficiency in the delivery of health care services in the state, and reduce health care costs.
