Amend CSSB 1 (house committee printing) in Article V of the bill following the appropriations to the Department of Public Safety (page V-45) by adding the following appropriately numbered rider and renumbering subsequent riders accordingly:

____.  Investigation and Report on Sexual Assault at Postsecondary Educational Institutions. Using funds appropriated above for Strategy A.3.1, Special Investigations (page V-44), the Department of Public Safety shall investigate the response by public and private institutions of higher education to reports of sexual assault committed against students enrolled at those institutions and shall, not later than December 1, 2018, submit to the legislature a report on the department's findings. The investigation must include a review of policies adopted by public and private institutions of higher education that have the effect of deterring students from reporting those incidents or of hindering investigations of those reports.
