Amend CSSB 1 (house committee printing) in Article V of the bill, following the appropriations to the Department of Public Safety, by adding the following appropriately numbered rider:

____.  Study to Prevent the Influence of a Foreign Government in an Election. It is the intent of the legislature that the Department of Public Safety Intelligence and Counterterrorism Unit, using funds appropriated by this Act, study the intelligence capabilities of the state in preventing a foreign government from influencing the general election for state and county officers held in 2018 and 2020 and recommend voting system improvements. Not later than April 1, 2018, the Department of Public Safety Intelligence and Counterterrorism Unit shall provide recommendations to the director of the Department of Public Safety.
