Amend CSSB 1 (house committee printing) by adding the following appropriately numbered rider in Article VII after the appropriations to the Texas Department of Transportation:
____. Use of State Highway Fund for Tolled Highways. The Texas Department of Transportation may not use any money appropriated by this Act from State Highway Fund No. 006 for the planning or construction of a tolled highway for which a design or construction contract was not entered into before September 1, 2017.
