Amend CSSB 1 (house committee report) in Article VII of the bill, following the appropriations to the Department of Transportation (page VII-14), by adding the following appropriately numbered rider:

____. NETEX Rail Line Rehabilitation. Out of general revenue appropriated above in Strategy D.1.3, Rail Construction, the Department of Transportation shall use $1,000,000 for the state fiscal year ending August 31, 2018, and $1,000,000 for the state fiscal year ending August 31, 2019, for rehabilitation of the Northeast Texas Rural Rail Transportation District (NETEX) freight rail line from Greenville to Mount Pleasant.
