Amend CSSB 1 (house committee printing) in Part 6, Article IX (page IX-27), by adding the following appropriately numbered section:

Sec. 6.____.  Use of Appropriations for Certain State Contracts Prohibited. Notwithstanding any other provision of this Act, an institution, department, or agency of this state that receives an appropriation under this Act may not use that money to enter into a contract for goods or services with a vendor who is related, or who employs a person who is related, within the third degree by consanguinity or the second degree by affinity, as determined under Chapter 573, Government Code, to an employee of that institution, department, or agency who has decision-making authority in any matter related to the contract.
