Amend CSSB 1 (house committee printing) as follows:

(1)  In the appropriations to the Department of Public Safety, reduce the amount appropriated from the Economic Stabilization Fund for border security (page IX-86) by the amount of $40,000,000 for the state fiscal year ending August 31, 2018, and by the amount of $40,000,000 for the state fiscal year ending August 31, 2019.

(2)  Add the following appropriately numbered rider following the appropriation to the Secretary of State:

____. Additional Funds for Matching Grants for New Voting Machines. In addition to other amounts appropriated to the Secretary of State under this Act, the amount of $40,000,000 is appropriated out of the Economic Stabilization Fund to the Secretary of State for the state fiscal year ending August 31, 2018, for the purpose of a matching grant program to enable counties to purchase new voting machines, and the additional amount of $40,000,000 is appropriated out of the Economic Stabilization Fund to the Secretary of State for the state fiscal year ending August 31, 2019, for the same purpose.
