Amend Amendment No. 9 by Schaefer as follows:

(1)  Strike page 1, lines 4-11, and renumber subsequent items of the amendment accordingly.

(2)  On page 2, line 18, strike "under a lawful detention or".

(3)  On page 2, lines 20-21, strike "under a lawful detention or".
