Amend CSSB 4 (house committee printing) as follows:
(1) On page 6, line 1, strike "A" and substitute "Except as provided by Subsection (__), a".
(2) On page 6, between lines 20 and 21, insert the following appropriately lettered subsection:
(____) A civil penalty may not be imposed under this section against a local entity or campus police department if the entity or department is located in an area:
(1) that is declared a disaster area by the governor under Chapter 418, Government Code; or
(2) for which the governor has declared a state of emergency.
