Amend CSSB 965 (senate committee report), in SECTION 1 of the bill, as follows:
(1) Strike added Section 328.001, Local Government Code (page 1, lines 28 through 32), and substitute the following:
Sec. 328.001. APPLICABILITY. This chapter applies only to a county that borders or includes all or part of a river with headwaters located on the campus of an institution of the Texas State University System.
(2) In added Section 328.021, Local Government Code (page 1, line 44), between "ZONE." and "The", insert "(a)".
(3) Following added Section 328.021, Local Government Code (page 1, between lines 48 and 49), insert the following:
(b) The commissioners court of a county may not designate a zone under this subchapter unless the commissioners court first complies with the requirements of Sections 328.023, 328.024, 328.025, and 328.026.
(4) In added Section 328.026(a), Local Government Code (page 2, line 24), strike "may" and substitute "shall".
(5) In added Chapter 328, Local Government Code (page 3, between lines 53 and 54), add the following appropriately designated subchapter and section:
SUBCHAPTER ___. EXPIRATION OF AUTHORITY TO DESIGNATE ZONE
Sec. 328.___. EXPIRATION OF AUTHORITY TO DESIGNATE ZONE. A commissioners court may not designate a zone under this chapter after August 31, 2019, if the commissioners court has not designated a zone before that date.
