Amend CSSJR 51 (senate committee report) in SECTION 1 of the joint resolution, in amended Section 1-d-1(a), Article VIII, Texas Constitution (page 1, lines 46 and 47), by striking "if the land" and substituting "if the portion of the land on which oil and gas operations are not being conducted".
