BACKGROUND AND PURPOSE

 

Certain interested state agencies report that career and technology education and workforce training should be included among the objectives of public education. H.B. 136 seeks to address this issue by expanding these statutory objectives.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 136 amends the Education Code to include among the objectives of public education preparing students through the school curriculum to succeed in a variety of postsecondary activities, including employment, workforce training, and enrollment in institutions of higher education and requiring the State Board of Education, the Texas Education Agency, and the commissioner of education to assist school districts and charter schools in providing career and technology education and effective workforce training opportunities to students.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
