BACKGROUND AND PURPOSE
Interested parties believe that more could be done in high schools to facilitate the voter registration of students and school employees. C.S.H.B. 209 seeks to address this issue by providing for the availability of voter registration forms in high schools.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
C.S.H.B. 209 amends the Election Code to require the secretary of state to consult with the Texas Education Agency regarding the number of voter registration application forms to provide to each high school and to provide each high school that determined number of forms. The bill requires forms so provided or made available by a high school deputy registrar to be in the form of the officially prescribed application form for registration by mail. The bill requires a high school to always make the forms available to students and employees of the school. The bill applies beginning with the 2017-2018 school year.
