BACKGROUND AND PURPOSE

 

Interested parties contend that school counselors are crucial to student success due to the various roles they play, particularly with regard to low income students who are at greater risk of dropping out and are often unaware of the college and career options available to them.
C.S.H.B. 310 seeks to expand student access to school counselors by providing for the use of the compensatory education allotment for a school district's school guidance and counseling program.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 310 amends the Education Code to authorize the use of the compensatory education allotment for a public school district's school guidance and counseling program.

 

EFFECTIVE DATE

 

September 1, 2017.
