BACKGROUND AND PURPOSE
Interested parties contend that district clerks should have the authority that county clerks currently enjoy to post official and legal notices by electronic display instead of posting a physical document. H.B. 624 seeks to provide district clerks with such authority.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 624 amends the Government Code to authorize a district clerk to post an official and legal notice by electronic display in the manner provided by the Local Government Code for a county clerk instead of posting a physical document.

EFFECTIVE DATE
On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
