BACKGROUND AND PURPOSE

 

Interested parties contend that an annual analysis of the financial impact of undocumented immigrants in Texas on the state budget and economy would provide the state with valuable information, and the parties note that a special report on this matter published by the comptroller of public accounts more than 10 years ago used a methodology that can be applied to such an annual analysis. H.B. 826 seeks to provide for such an analysis by requiring the comptroller to use that methodology in publishing a yearly report regarding that impact.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 826 amends the Government Code to require the comptroller of public accounts to publish a report containing a comprehensive financial analysis of the impact of undocumented immigrants on the state budget and economy not later than September 1 of each year, beginning in 2018. The bill requires the comptroller to apply to the report the methodology used for the comptroller's special report, "Undocumented Immigrants in Texas: A Financial Analysis of the Impact to the State Budget and Economy," published in December 2006.

September 1, 2017.
