Committee Report (Unamended)

BACKGROUND AND PURPOSE

Interested parties note that the recent passing of Officer Endy Ekpanya has sparked calls for recognition of his honorable service with the Pearland Police Department. These parties believe that his courage, dedication, and genuine desire to help others deserve an appropriate acknowledgement. H.B. 938 seeks to honor Endy Ekpanya's accomplishments with a memorial highway designation.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 938 amends the Transportation Code to designate the portion of Farm-to-Market Road 518 in Pearland between its intersection with State Highway 35 and Sunset Meadows Drive as the Officer Endy Ekpanya Memorial Highway. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers indicating the designation as the Officer Endy Ekpanya Memorial Highway and any other appropriate information and to erect a marker at each end of the highway and at appropriate intermediate sites along the highway.
