BACKGROUND AND PURPOSE
Interested parties contend that there is not enough stability with regard to certain occupational licensing fees. H.B. 1055 seeks to address this issue by prohibiting a state agency from increasing the amount of a fee for the issuance or renewal of a license issued by the agency.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1055 amends the Occupations Code to prohibit a state agency from increasing the amount of a fee established on or before January 1, 2017, for the issuance or renewal of a license issued by the agency to an amount greater than the amount of that fee on January 1, 2017.

September 1, 2017.
