BILL ANALYSIS

C.S.H.B. 1106

By: Thompson, Senfronia

Licensing & Administrative Procedures

Committee Report (Substituted)

BACKGROUND AND PURPOSE

Interested parties suggest that another official other than the comptroller of public accounts or the comptroller's designee would be more appropriate to sit as a member of the Texas Racing Commission. C.S.H.B. 1106 seeks to ensure that the most appropriate officials are designated as ex officio members of the racing commission.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

C.S.H.B. 1106 amends the Texas Racing Act, Vernon's Texas Civil Statutes, to replace as an ex officio member of the Texas Racing Commission the comptroller of public accounts or the comptroller's designee with the commissioner of agriculture or the commissioner's designee.

EFFECTIVE DATE

September 1, 2017.
