BACKGROUND AND PURPOSE

Concerns have been raised that educational material relating to driving with autism is not sufficiently available to the driving public. H.B. 1434 seeks to address these concerns by authorizing such materials developed by an appropriate entity to be displayed in driver's license offices.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 1434 amends the Transportation Code to authorize the Department of Public Safety (DPS) to make available, in a publicly accessible area of a driver's license office, informational materials and videos on driving with autism that are developed by an appropriate entity, as determined by DPS.

EFFECTIVE DATE

September 1, 2017.
