BACKGROUND AND PURPOSE

Interested parties contend that there is confusion regarding whether certain reemployment rights of individuals who serve on a jury apply to grand jurors. H.B. 1538 seeks to address any such confusion by extending those rights to grand jurors.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 1538 amends the Civil Practice and Remedies Code to extend the applicability of statutory provisions relating to a juror's right to reemployment to a grand juror.  

EFFECTIVE DATE

September 1, 2017.
