BACKGROUND AND PURPOSE

 

Concerns have arisen about the inability of the Texas Military Department to use appropriated money to purchase food and beverages for certain Texas military forces on military duty or for students participating in the Texas ChalleNGe Academy. H.B. 1606 seeks to remedy this issue by expressly allowing the department to purchase necessary food and drink for those purposes with appropriated money.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1606 amends the Government Code to expand the types of food and beverage purchases for which the Texas Military Department may use appropriated money to include such a purchase for service members of the Texas military forces on military duty and students participating in the Texas ChalleNGe Academy.

 

EFFECTIVE DATE

 

September 1, 2017.
