BACKGROUND AND PURPOSE

 

Interested parties assert that George Skypeck presented his "The Spirit of the Alamo Lives On" painting to the Texas Veterans Commission with the intent that the painting be reproduced and sold to raise money for Texan veterans. The parties note, however, that the commission lacks certain retail capability. H.B. 1644 seeks to address this issue by providing for the transfer of the painting to the General Land Office.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1644 requires the Texas Veterans Commission to transfer charge and control of the painting entitled "The Spirit of the Alamo Lives On" by George Skypeck to the General Land Office not later than December 1, 2017.

 

EFFECTIVE DATE

 

September 1, 2017.
