BACKGROUND AND PURPOSE
Interested parties contend that waiving certain fees relating to an assumed business or professional name certificate or a statement of abandonment of use of an assumed name for a registrant who is a military veteran is a simple way to honor veterans' service. H.B. 1646 seeks to authorize such a fee waiver.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1646 amends the Business & Commerce Code to authorize a county clerk to waive all fees related to filing an assumed business or professional name certificate or a statement of abandonment of use of an assumed name for a registrant who is a military veteran.
