BACKGROUND AND PURPOSE

 

Interested parties contend that annexation rules in certain counties are too restrictive with respect to county assistance districts. H.B. 1716 seeks to provide such districts with greater flexibility regarding their territorial composition. 

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1716 amends the Local Government Code to authorize a county assistance district to consist of noncontiguous tracts. The bill authorizes a county assistance district annexing territory under provisions relating to the creation and functions of such a district to annex territory that is not adjacent or contiguous to the district.
