BACKGROUND AND PURPOSE
Interested parties contend that warrants issued under the super-intensive supervision program are high-priority warrants and should be served immediately. H.B. 1824 seeks to address this issue by requiring warrants issued under the program to be served as soon as practicable by relevant law enforcement agencies.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1824 amends the Government Code to require a law enforcement agency to execute as soon as practicable a warrant that is directed to the agency and issued for the return of a releasee in the super-intensive supervision program based on a violation of a condition of parole or mandatory supervision related to the electronic monitoring of the releasee.
