ANALYSIS
C.S.H.B. 1898 requires the Department of Information Resources (DIR), in consultation with the Texas State Library and Archives Commission (TSLAC), to conduct a study on the digital data storage and records management practices of executive and judicial branch state agencies created by the Texas Constitution or state law, excluding a public university system or public institution of higher education, and the associated costs of those practices to the state. The bill sets out the information the study must examine and requires each applicable state agency to participate in the study and provide appropriate assistance and information to DIR and TSLAC. The bill requires DIR to issue a report to the lieutenant governor, the speaker of the house of representatives, and the appropriate standing committees of the house of representatives and the senate not later than December 1, 2018, on the study and recommendations for reducing state costs and for improving efficiency in digital data storage and records management.
