BACKGROUND AND PURPOSE

 

Interested parties note the important ongoing work of the Maternal Mortality and Morbidity Task Force and contend that the task force needs more time to adequately review and analyze the cases referred to the task force. H.B. 2035 seeks to provide the task force with more time to fulfill its objective.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2035 amends the Health and Safety Code to postpone the date on which the Maternal Mortality and Morbidity Task Force is abolished, unless continued in existence as provided by the Texas Sunset Act, from September 1, 2019, to September 1, 2023.

 

EFFECTIVE DATE

 

September 1, 2017.
