BACKGROUND AND PURPOSE

 

Interested parties express concern that many gifted and talented students are being underserved by their school districts. H.B. 2093 seeks to address this issue by providing for a study to determine the most appropriate method for including the performance of these students in determining the performance of a school district or campus for accountability purposes.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2093 amends the Education Code to require the commissioner of education to study and determine the most appropriate method for including the performance of gifted and talented students served in a program for gifted and talented students in determining the performance of a school district or campus for accountability purposes. The bill requires the commissioner, not later than December 1, 2018, to submit a report based on the study to the governor, the lieutenant governor, the speaker of the house of representatives, and the presiding officers of the standing committees in the senate and house primarily responsible for public education. The bill requires the commissioner to include in the report the commissioner's recommended method and any proposed legislation needed to implement that recommendation. The bill's provisions expire December 31, 2018.

On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
