AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
Current law contains an inconsistency regarding the deadline for volunteer deputy registrars to submit voter registration applications when the first available day to register falls on a weekend or holiday. H.B. 2324 addresses that inconsistency by amending the Election Code to replace the requirement for a voter registration application submitted after the 34th day and before the 29th day before the date of an election in which any qualified voter of a county is eligible to vote to be delivered not later than 5 p.m. of the 29th day before election day with a requirement for a voter registration application submitted after the 34th day before the date of an election and on or before the last day for a person to timely submit a registration application for that election to be delivered not later than 5 p.m. of the next regular business day after the date to timely submit a registration application for that election.
H.B. 2324 amends current law relating to the deadline for volunteer deputy registrars to submit voter registration applications.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 13.042(c), Election Code, as follows:
(c) Requires that a voter registration application (application) submitted after the 34th day before the date of an election and on or before the last day for a person to timely submit an application for that election as provided by Section 13.143 (Effective Date of Registration; Period of Effectiveness), be delivered not later than 5 p.m. of the next regular business day after the date to timely submit an application for that election as provided by Section 13.143, rather than requires that an application submitted after the 34th day and before the 29th day before the date of an election in which any qualified voter of the county is eligible to vote be delivered not later than 5 p.m. of the 29th day before election day.
SECTION 2. Effective date: September 1, 2017.
