BACKGROUND AND PURPOSE

 

Interested parties note an inconsistency in election law regarding voter registration when the first available day for registration falls on a weekend or holiday. H.B. 2324 seeks to correct this inconsistency with respect to the deadline for volunteer deputy registrars to submit voter registration applications.      

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2324 amends the Election Code to replace the requirement for a voter registration application submitted after the 34th day and before the 29th day before the date of an election in which any qualified voter of a county is eligible to vote to be delivered not later than 5 p.m. of the 29th day before election day with a requirement for a voter registration application submitted after the 34th day before the date of an election and on or before the last day for a person to timely submit a registration application for that election to be delivered not later than 5 p.m. of the next regular business day after the date to timely submit a registration application for that election.

 

EFFECTIVE DATE

 

September 1, 2017.
