AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Interested parties affirm the importance of honoring the memory of Banquete High School senior Kollyn Barton, who served as a role model to his peers and whose untimely passing continues to unite the community of Banquete in its efforts to improve road safety. H.B. 2388 recognizes Mr. Barton's lasting impact on his community with a memorial highway designation.

 

H.B. 2388 amends current law relating to the designation of a portion of Farm-to-Market Road 666 in Nueces County as the Kollyn Barton Memorial Highway.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.123, as follows:

 

Sec. 225.123.� KOLLYN BARTON MEMORIAL HIGHWAY. (a) Provides that the portion of Farm-to-Market Road 666 in Nueces County between its intersection with State Highway 44 and Farm-to-Market Road 624 is designated as the Kollyn Barton Memorial Highway.

 

(b) Requires the Texas Department of Transportation (TxDOT), subject to Section 225.021(c) (relating to prohibiting TxDOT from designing, constructing, or erecting a marker unless funds are made available to cover the costs), to design and construct markers indicating the designation as the Kollyn Barton Memorial Highway and any other appropriate information and erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

SECTION 2. Effective date: September 1, 2017. �
