BACKGROUND AND PURPOSE
Interested parties report that the board of regents of The Texas A&M University System would like to bring a new campus in Brazos County into the university system. H.B. 2432 seeks to provide for the establishment of a university system center in Brazos County as part of The Texas A&M University System.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 2432 amends the Education Code to authorize the board of regents of The Texas A&M University System to establish and operate a university system center in Brazos County and to grant the board the sole authority to name the university system center. The bill requires the programs offered at the university system center to be authorized in accordance with the rules of the Texas Higher Education Coordinating Board.

On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
