BACKGROUND AND PURPOSE

 

Interested parties contend that the fixed compensation structure for a commissioner of the Port of Beaumont Navigation District of Jefferson County does not provide any means to increase or decrease compensation or to account for any form of inflation or cost of living adjustments.  H.B. 2460 seeks to remedy this situation by revising the compensation structure of this navigation district.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2460 amends Section 12, Chapter 147, Acts of the 51st Legislature, Regular Session, 1949, to change the compensation of a commissioner of the Port of Beaumont Navigation District of Jefferson County, Texas, from a sum of $500 per month, or in the case of the president $550 per month, to compensation as set by the district's board of port commissioners. The bill removes the  specification that the actual expenses a commissioner receives are traveling expenses.
