BACKGROUND AND PURPOSE

 

Interested parties suggest that certain policies regarding the method used in rating public school districts and campuses for accountability purposes should be backed by legislative intent and statutory direction. H.B. 2782 seeks to provide for that intent and direction and provide stakeholders in public education with more stability and shared success.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2782 amends the Education Code to require the commissioner of education to ensure that the method used to evaluate performance for purposes of assigning public school districts and campuses an overall and a domain performance rating is not implemented in a manner that provides for a specific designated distribution of ratings to districts and campuses under which a designated percentage of districts or campuses receive an A rating or an F rating and is implemented in a manner that provides the mathematical possibility that all districts and campuses receive an A rating. The bill applies beginning with the 2017-2018 school year.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
