BACKGROUND AND PURPOSE

 

Interested parties note the increasing demand for employees in certain skilled trades. H.B. 2790 seeks to create more opportunities for people to acquire the necessary skills to practice those trades by expanding certain apprenticeship training programs in the apprenticeship system of adult career and technology education.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2790 amends the Education Code to authorize an apprenticeship training program in the apprenticeship system of adult career and technology education to be conducted by an independent apprenticeship committee as an alternative to being sponsored by a public school district or a state postsecondary institution under a contract between the district or institution and an apprenticeship committee. The bill makes statutory provisions relating to the system with regard to a public school district or state postsecondary institution applicable to an apprenticeship committee and includes as records for each funded course under the system included in the system's required audit trail the name of the apprenticeship committee offering the course if the apprenticeship training program is not sponsored by a public school district or state postsecondary institution.
