BACKGROUND AND PURPOSE

Interested parties have noted the need for an official day to honor fallen law enforcement officers. H.B. 3042 seeks to address this issue by providing for the designation of a Fallen Law Enforcement Officer Day.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 3042 amends the Government Code to designate July 7 as Fallen Law Enforcement Officer Day in recognition of the ultimate sacrifice made by Texas law enforcement officers killed in the line of duty. The bill requires the day to be regularly observed by appropriate ceremonies.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
