BACKGROUND AND PURPOSE
Interested parties note a need
to change the criteria used to determine the compensation and working
conditions for firefighters and police officers employed by a political
subdivision.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 3193 amends the Local Government Code to change the compensation and other conditions of employment with which a political subdivision that employs firefighters or police officers is required to provide those employees under The Fire and Police Employee Relations Act from compensation and conditions that are substantially equal to compensation and conditions that prevail in comparable employment in the private sector, and that are based on prevailing private sector compensation and conditions in the labor market area in other jobs that require the same or similar skills, ability, and training and may be performed under the same or similar conditions, to compensation and conditions that are substantially equal to compensation and conditions that prevail in comparable fire or police departments, as applicable.
