BACKGROUND AND PURPOSE

 

Interested parties contend that requiring all state agencies to attempt to achieve the same management-to-staff ratio does not appropriately account for the nature and complexity of the work performed by a given agency. H.B. 3383 seeks to provide for improved efficiency and responsiveness to taxpayers across state agencies by repealing the requirement for state agencies to develop procedures for use in achieving a specified management-to-staff ratio.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3383 repeals Section 651.004, Government Code, relating to the requirement for state agencies to develop procedures for use in achieving a specified management-to-staff ratio and amends the Government Code to make a conforming change.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
